ADVERTISEMENT FOR BIDS
vSealed Bids for the construction of the BROWNSVILLE, TN ñ RTP TRAIL PROJECT will be received at the offices of the Honorable Bill Rawls, Mayor of the City of Brownsville, at the Brownsville City Hall ñ Court Room, 111 N. Washington Ave., Brownsville, TN 38012 until 11:00 A.M. local time on November 15, 2018 at which time the Bids received will be publically opened and read aloud.
The Project consists of the following:
1. Grading and clearing to construct a 1,344 LF, 10í wide ADA compliant asphalt walking trail with a 1í gravel shoulder on either side.
2. Asphalt parking with tapered curbs which includes 10 striped parking spaces, one space will be van accessible.
3. Site amenities for trail (trailhead pavilion, fitness equipment, playground edging and mulch, bike rack, litter receptacle, water fountain and associated concrete pads, footings and utility connections)
4. Contractor shall plan to coordinate with Owner for Owner provided items.
This project is funded in part by a grant from the Recreational Trails Program, Federal Highway Administration and administered by the Recreational Educational Services Division, Tennessee Department of Environment and Conservation. Buy America Requirements and Buy America Certifications are required for this project. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis.
The Issuing Office for the Bidding Documents is A2H, Inc., 3009 Davies Plantation Road, Lakeland, TN 38002, www.a2hplanroom.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursday between the hours of 9:00 a.m. and 5:00 p.m., and on Fridays between the hours of 9:00 a.m. and 12:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $100.00 (non-refundable) for each set. Checks for Bidding Documents shall be payable to ìA2H, Inc.î. Electronic set is available by request to [email protected] The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidderís date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 11:00 A.M. local time on November 1, 2018 at the Brownsville City Hall ñ Court Room, 111 N. Washington Ave., Brownsville, TN 38012. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
A bid bond or certified check in an amount equal to five percent (5%) of the total bid is required. Certified checks should be made payable to City Treasurer, City of Brownsville. The successful bidder will be required to execute acceptable Performance and Payment Bonds in an amount equal to one hundred (100%) percent of the contract price.
All Bidders must be licensed Contractors in the State of Tennessee as required by the Contractors Licensing Act of 1994, found in ìTennessee Code Annotated,î Section 62-6-119, as amended. No bid will be opened unless the outside of the sealed envelope containing the bid provides the following information: Name of Bidder, Address and Phone Number of Bidder, Name of Project for which Bid is Submitted, Bidderís License Number, Expiration Date of License, The Portion of Classification of Bidders License that Applies to this Project. The name, license number, expiration date, and the classification for the Geothermal, Electrical, Plumbing, and HVAC contractors must also be included on the outside of the envelope unless the value of that portion of the work is less than $25,000. Public Chapter 768 requires that the name, license number, expiration date and classification of the Masonry contractor be included when the cost of the masonry portion (including materials and labor) is $100,000 or greater.
The City by its governing regulations reserves the right to accept or reject any or all bids received, to waive any informalities in bidding and to re-advertise.
No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
