NOTICE IS HEREBY GIVEN, the Division of Water Resources proposes to issue a new NPDES permit and will hold a public hearing pursuant to Rule 0400-40-05-.06 (8).

Public comments will be received concerning the proposed permit action described below:
Tennessee proposes to issue Individual NPDES Permit #TN0081906 to the State of Tennessee, Department of General Services, William R. Snodgrass TN Tower, 312 Rosa L. Parks Ave, 22th Fl, Nashville, TN 37243, to treat and discharge a monthly average of 3.5 million gallons per day (MGD) of treated municipal waste water from the Memphis Regional Megasiteís proposed treatment facility. This treatment facility is proposed for construction at Fredonia Loop Road in the Keeling Community of Haywood County, Tennessee, with treatment and discharge of treated domestic, and treated automotive and automotive parts manufacturing wastewater (3.0 MGD) from the Megasite and treated domestic wastewater of the City of Stanton (0.5 MGD) that will be routed to the Megasite to aid in the proper function of that proposed Waste Water Treatment Plant. The discharge location will be a new outfall into the Mississippi River at mile 768. The applicant concludes the activity will only result in de minimis degradation at that location.
The hearing officer may limit the length of oral presentation to allow parties an opportunity to speak, and will require that all testimony be relevant to water quality issues. Written testimony will be accepted at the hearing, and by hand-delivery, post-mark or equivalent, or email to [email protected] through Thursday, April 5, 2018, and will be considered part of the hearing record. TDEC will consider all water quality comments in its final permit decision.
